For the scenario play testing I'm going t use Tumbling Dice 1/600th scale models, primarily due to the time and cost factor. However, in the longer term, I'm thinking of scaling up to 1/300th scale using Scotia Collectair and Heroics & Ros (ex-Navwar) models, with some of the now out of production Museum Miniatures 1/300th scale aircraft. These ranges together cover most of what's needed at a reasonable cost, given the small number of aircraft required. They also paint up nicely as you can see!
